Biography
Dr Jack C. Chow served in pioneering roles in public service and global health diplomacy. He was the first Assistant Director-General of the World Health Organization on HIV/AIDS, Tuberculosis, and Malaria. Dr Chow held the rank of ambassador as the Special Representative of the U.S. Secretary of State Colin Powell on Global HIV/AIDS and as the Deputy Assistant Secretary of State for Health and Science, the first U.S. diplomat of ambassador rank appointed to a public health mission. In the immediate aftermath of the September 11 attacks, he led American diplomatic efforts in the establishment of the Global Fund to Fight AIDS, Tuberculosis, and Malaria, and in countering global infectious diseases, including SARS. Through extensive global health diplomacy efforts, he catalyzed a historic contribution of C$100 million by the Canadian government, and major contributions by several governments, in support of WHO’s HIV/AIDS treatment and prevention campaign for developing countries. He authored the breakthrough article “Health and International Security” in the Washington Quarterly, and has appeared in numerous major media venues.
In previous positions, Dr Chow served at the State Department as the Senior Advisor for Global Health Policy to the Under Secretary of State for Global Affairs. He was a management consultant with McKinsey & Company, a staff member on both the House and Senate Appropriations Committees of the U.S. Congress, a Deputy Assistant Secretary for Public Health at the Department of Health and Human Services, an Assistant Director for International Relations at the National Institutes of Health’s Fogarty International Center, and a Senior Policy Analyst at the White House Office of Science and Technology Policy. He is the current chairman of the National Asian-Pacific Center on Aging, a non-profit organization.
A medical doctor, Dr Chow trained at Stanford University Hospital and earned his M.D. from the University of California at San Francisco School of Medicine. His other degrees are from Harvard University’s Kennedy School of Government (M.P.A.), the University of Chicago Graduate School of Business (M.B.A.), the University of California at Berkeley School of Public Health – UCSF Joint Medical Program (M.S.), and the University of Pennsylvania (B.A.).
He is a founding partner in CRV Capital, LLC, an investment entity. His investment management credentials include charters in alternative investments (CAIA) and financial risk management (FRM).
